1. It is forbidden to receive on the territory of embassies the natives contacted by us as informants. The meeting with these people is organized by the special service designated for this purpose, and the meetings can only take place in public places. (sn) The information is taken over by the embassy through the bodies of the special services, in this case by handing it over to our officer with the highest rank in the embassy.
2. It will be ensured that no connections of any kind occur between our soldiers and the civilian population. It is inadmissible for our officers to visit natives at their homes; it is also inadmissible for ordinary soldiers to establish relations with native women. It is not allowed to establish relations between our soldiers and the civilian population, namely native soldiers . (sn)
3. The liquidation of citizens who maintain connections not initiated by us with the Polish Communist Party, the Polish Socialist Party, the interbrigadists, the Polish Communist Youth Organization, the Home Army and other associations will be accelerated. For this purpose, elements of the military opposition must be used.
4. Those soldiers who were on the territory of our country (meaning the Soviet Union nn) before joining the Kosciuszko Army (the Polish Army fighting on the side of the Soviet Army on the territory of the USSR nn) will take part in the military actions. It will lead to its total destruction.
5. The unification of all parties into a single party must be achieved in an accelerated manner, taking care that all key roles fall to those people who belong to our secret services . (sn)
6. The unification of youth organizations must be done quickly. From the leaders of local organizations upwards, people designated by our special services will be assigned to leadership positions. (sn)
7. It is organized and aimed that the officials elected as deputies to the congresses cannot keep their mandate for the entire period ahead of them. The deputies cannot convene meetings between enterprises under any circumstances. If there is no other solution and such a meeting must be convened, those people who are active in designing concepts and advancing demands will be removed. Private initiatives must be completely eliminated. New people will be prepared for each congress and only those targeted by our secret services. (sn)
8. Special attention will be paid to people with organizational skills and a strong chance of popularity. These people must be co-opted, and if they oppose, their access to higher hierarchical positions will be blocked (sn).
9. It will be ensured that state officials (excluding security agencies and the mining industry) have low salaries. This refers especially to the areas of health, justice, culture, and those holding leadership positions (!!!- sn)(the document found in Czechoslovakia adds: except for leadership cadres elected on the basis of loyalty to the socialist regime).
10. In all government bodies, and in most factories, we must have people who work with our special services, without the knowledge of local administrative bodies . (!!!- sn)
11. It will be strictly monitored that the local press does not transmit data regarding the quality and assortment of goods that are transported to us. This activity is not allowed to be called trade. It must be mentioned that this is an exchange of goods.
12. Pressure will be exerted on public services so that they do not issue documents proving ownership of the land; the documents will only show the quality of the lot given for use, but never that of the owner's property. (- sn)
13. The policy towards small peasant farms follows this course in order to make private farms unprofitable. After that, collectivization must begin. In the event of greater resistance from the peasants, the division of the means of production allocated to them must be reduced, at the same time as the obligations to surrender quotas must be increased. If even this does not achieve the expected result, it must be organized so that agriculture cannot ensure the country's food supply, so that the necessary needs must be covered by imports. (sn)
14. Everything must be done so that decisions and orders - whether of a legal, economic or organizational nature - are not punctual. ( !!! - sn)
15. Everything must be done so that certain cases are discussed simultaneously by several committees, offices and institutions, but none of them should have the right to decide before consulting with the others (except for cases concerning the mining industry). (!!! - sn)
16. The unions in the factory cannot exert any influence on the activity in the factory. They can only work on putting decisions into practice and that's it. (sn)
17. Unions have no right to oppose the management on any issue. Unions should be occupied with other minor issues such as: organizing rest during vacations, discussing pension and loan applications, cultural and entertainment programs, organizing excursions, distributing scarce goods, justifying certain points of view and decisions of the political management . (sn)
18. It must be organized so that only those leaders are promoted who impeccably execute the problems they have been entrusted with and who do not analyze them beyond the scope of their activity . 8s.n.)
19. In connection with the activity of natives who hold party, state or administrative positions, such conditions must be created that they are compromised in front of the employees, so that it becomes impossible for them to return to their original entourage . (!!!-sn)
20. Local military personnel can be entrusted with positions of responsibility in places where special service personnel are already deployed . (!!!- sn)
21. In the case of each armed action and during shootings, the quantity of ammunition will be permanently and seriously controlled, regardless of the type of weapon.
22. Every research institute and laboratory must be kept under observation, recording any valuable research.
23. Great attention should be paid to inventors, innovators, respectively, their activity should be developed and supported, but each invention should be consistently registered with the center. Only those investments that are applicable in the mining industry or those that have our special indications are allowed. (sn) It is not allowed to make those inventions that would ensure an increase in the production of finished products and, in parallel with this, a decrease in the production and extraction of raw materials, or would impede the implementation of decisions (sn). If an invention has become known, its sale abroad in Western currency should be organized, on the grounds that it is too expensive in the country. Documents containing data on the value and description of the invention are not published. All data and documents regarding the value and detailed description of the invention will come into our possession. (sn)
24. The punctuality of transport of any kind must be disrupted (except those included in the guidelines in NK - 552-46 ). (sn)
25. Various professional meetings and conferences should be initiated in the factories, the proposals, the observations that were presented, and their authors should be noted (sn) .
26. Discussions with workers dealing with current production-related issues, and those criticizing the past and local problems, must be popularized. The causes of the phenomena under discussion will not be removed (!!! -sn).
27. The positions taken by indigenous leaders may have a national or historical coloration, but they cannot lead to national unity.
28. Great care must be taken to ensure that in cities there are no water systems that are not connected to the mains in districts that are being reconstructed or newly built. Old, unconnected sewers and wells must be systematically eliminated along the way. (sn)
29. The reconstruction of industrial facilities and the construction of new ones will be done taking into account that residual materials will be directed to water deposits that could be used as drinking water reserves . (!!! - sn)
30. In reconstructed or newly built cities, surplus spaces are no longer allowed in homes, which could be used for sheltering animals for a longer period of time or storing food reserves. (sn)
31. Privately owned enterprises, small craftsmen and small industrialists should receive only such inferior raw materials and equipment that hinder quality production. The price of these goods should be higher than the price of similar products of state-owned enterprises. (sn)
32. The state bureaucracy must be expanded to the highest degree in all areas. Criticism of the activity of administrative bodies is admitted, but the numerical reduction of personnel and the normal functioning of the bureaucratic apparatus are in no way admitted . (!!! - sn)
33. Great care must be taken with all manufacturing projects in the mining industry, namely in specially indicated enterprises. To prevent the good supply of the domestic market. (sn)
34. Particular attention should be paid to churches. Cultural and educational activity should be directed in such a way as to produce a general antipathy towards them. It is necessary to put under observation church printing houses, archives, the content of sermons, songs, religious education, but also that of funeral ceremonies.
35. From elementary schools, specialized schools, but especially from high schools and faculties, valuable teachers who enjoy popularity must be removed. Their places must be occupied by people appointed by us, with a weak or mediocre level of training. The differences between the subjects must be analyzed, the amount of documentary material must be reduced, and in high schools the teaching of Latin and ancient Greek, general philosophy, logic and genetics must be stopped. History textbooks must not mention which of the rulers served or wanted to serve the good of the country. The greed and wickedness of every king, the harmful effect of the monarchy and the struggle of the oppressed people must be insisted on. In specialized schools, narrow specialization must be introduced . (sn)
36. The organization of artistic or sporting events must be initiated to celebrate the struggle of the natives against the invaders (exclusively the Russians, especially the Germans) and to popularize the struggle for socialism.
37. Locally, the publication of works about those natives who lived with us (in the USSR, nn) before the revolution and during World War II or fought alongside us during the war is prohibited. .
38. If an organization is formed that would support the alliance with us, but at the same time insist on the control of the economic activity of the official leadership, a campaign of accusations of nationalism and chauvinism must be immediately launched against it. This must be done in the following way: desecration of monuments belonging to us, destruction of cemeteries, dissemination of manifestos from which the denigration of our nation and culture and doubt of the meaning of the contracts concluded with us will result. (sn). The natives must also be involved in the propaganda work, using the hatred that exists against those organizations . (sn)
39. Special attention will be given to the construction and reconstruction of roads, bridges, paths and connecting networks, no matter how remote or inaccessible they may be, so that, in the event of the need for armed intervention, the place of resistance or concentration of reactionary forces will be accessible from all sides.
40. The representatives of the political opposition should be imprisoned. Every effort should be made to recruit those opponents who enjoy the esteem of the native population. If they do not yield, they should be compromised by a campaign of denigration. Before they can be imprinted on the consciousness of the masses, they should be liquidated by so-called "unforeseen events" or imprisoned on charges of common law crimes. Only in very special cases are political trials allowed, which will be held on charges of "high treason (sn)"
41. The rehabilitation of those convicted in political trials must be prevented at all costs. If this rehabilitation becomes inevitable, it is allowed only on the condition that the case is considered a miscarriage of justice, the convicted person will not be tried, but only pardoned; there will be no retrial, and the authors of the miscarriage of justice will not be summoned (sn).
42. It is forbidden to judge or even publicly criticize those leaders appointed by the party, who through their activities have caused losses or aroused dissatisfaction among employees. In drastic cases, they are recalled from office, being appointed to similar or higher positions. In the end, they must be put in leadership positions and kept on record as reserve cadres for the period of subsequent changes ( sn ).
43. The trials of those persons in leadership positions (primarily within the army, ministries, important services, teachers) who are accused of an attitude against the people, socialism, industrialization are brought to the public's attention. It is an action that attracts the attention of the masses.
44. Efforts will be made to ensure that those working in various positions, no matter how small, are changed and replaced with workers with the least professional training, unskilled (sn) .
45. Those who come from the lowest social categories, those who are not interested in improving themselves at a high level, but only in obtaining a diploma (sn) must be given priority or exclusively access to faculties. "
