NKVD DIRECTIVES from 1947 for countries in the Soviet orbit. Update

 

This hallucinatory text for a normal and moral mind shows how the invasion of a country by Russia (which proudly claims to be the heir of the USSR) parasitizes the occupied country, state and society.
The text first appeared in Romanian in 1994, but because it explains many aspects of the evolution of Romanian society and post-communist societies in Eastern Europe, I posted it for the first time in 2009.
I reposted it now because the Russian invasion, respectively the war in Ukraine, blew up Europe and the entire world order, testing all the limits of the free world and putting all governments and democratic states against the wall.

Note. As in the case of the " Pitești Experiment ", on this fundamental document for understanding the occult mechanisms of the past system (and not only...) our social sciences (history, philosophy, sociology, psychology, and pedagogy) have kept an absolute silence. From many points of view, this text is shocking for a normal mind and for a normal logic  , but only in this way can we build a grid for interpreting certain actions and behaviors specific to the system and this is only the tip of the iceberg (we are still in 2009 and the previous post about administrative harassment in university education - not to mention what happens in other fields - confirms this grid). As an ideal experiment, we can adapt the text below to contemporary society by changing the names of the structures and social agents involved. The consequences will be very interesting.

Moscow 2-6-1947 (Top secret) K-AA/CC113, indication NK/003/47

(The document, strictly authentic, drawn up by the NKVD on June 2, 1947, was discovered in the office of Boleslaw Bierut, president of Poland (1945-1952) and published for the first time in the Polish newspaper "Novi Dzienic", in 1981. The same document was also discovered in Czechoslovakia, Germany, Bulgaria. It was certainly applied in Romania, although the SRI did not confirm its existence in the Securitate archives.)

NKVD DIRECTIVES of   1947 for countries in the Soviet orbit

1.  It is forbidden to receive on the territory of embassies the natives contacted by us as informants. The meeting with these people is organized by the special service designated for this purpose, and the meetings can only take place in public places. (sn)  The information is taken over by the embassy through the bodies of the special services, in this case by handing it over to our officer with the highest rank in the embassy.

2.  It will be ensured that no connections of any kind occur between our soldiers and the civilian population. It is inadmissible for our officers to visit natives at their homes; it is also inadmissible for ordinary soldiers to establish relations with native women. It is not allowed to establish relations between our soldiers and the civilian population, namely native soldiers . (sn)

3. The liquidation of citizens who maintain connections not initiated by us with the Polish Communist Party, the Polish Socialist Party, the interbrigadists, the Polish Communist Youth Organization, the Home Army and other associations will be accelerated. For this purpose, elements of the military opposition must be used.

4. Those soldiers who were on the territory of our country (meaning the Soviet Union nn) before joining the Kosciuszko Army (the Polish Army fighting on the side of the Soviet Army on the territory of the USSR nn) will take part in the military actions. It will lead to its total destruction.

5.  The unification of all parties into a single party must be achieved in an accelerated manner, taking care that all key roles fall to those people who belong to our secret services . (sn)

6.  The unification of youth organizations must be done quickly. From the leaders of local organizations upwards, people designated by our special services will be assigned to leadership positions.  (sn)

7. It is organized and aimed that  the officials elected as deputies to the congresses cannot keep their mandate for the entire period ahead of them. The deputies cannot convene meetings between enterprises under any circumstances. If there is no other solution and such a meeting must be convened, those people who are active in designing concepts and advancing demands will be removed. Private initiatives must be completely eliminated. New people will be prepared for each congress and only those targeted by our secret services.  (sn)

8. Special attention will be paid to people with organizational skills and a strong chance of popularity. These people must be co-opted, and if they oppose, their access to higher hierarchical positions will be blocked (sn).

9.  It will be ensured that state officials (excluding security agencies and the mining industry) have low salaries. This refers especially to the areas of health, justice, culture, and those holding leadership positions  (!!!- sn)(the document found in Czechoslovakia adds: except for leadership cadres elected on the basis of loyalty to the socialist regime).

10.  In all government bodies, and in most factories, we must have people who work with our special services, without the knowledge of local administrative bodies . (!!!- sn)

11. It will be strictly monitored that the local press does not transmit data regarding the quality and assortment of goods that are transported to us. This activity is not allowed to be called trade. It must be mentioned that this is an exchange of goods.

12.  Pressure will be exerted on public services so that they do not issue documents proving ownership of the land; the documents will only show the quality of the lot given for use, but never that of the owner's property. (- sn)

13. The policy towards small peasant farms follows this course in order to make private farms unprofitable. After that, collectivization must begin. In the event of greater resistance from the peasants, the division of the means of production allocated to them must be reduced, at the same time as the obligations to surrender quotas must be increased.  If even this does not achieve the expected result, it must be organized so that agriculture cannot ensure the country's food supply, so that the necessary needs must be covered by imports. (sn)

14.  Everything must be done so that decisions and orders - whether of a legal, economic or organizational nature - are not punctual. ( !!! - sn)

15.  Everything must be done so that certain cases are discussed simultaneously by several committees, offices and institutions, but none of them should have the right to decide before consulting with the others (except for cases concerning the mining industry).  (!!! - sn)

16.  The unions in the factory cannot exert any influence on the activity in the factory. They can only work on putting decisions into practice and that's it.  (sn)

17.  Unions have no right to oppose the management on any issue. Unions should be occupied with other minor issues such as: organizing rest during vacations, discussing pension and loan applications, cultural and entertainment programs, organizing excursions, distributing scarce goods, justifying certain points of view and decisions of the political management . (sn)

18.  It must be organized so that only those leaders are promoted who impeccably execute the problems they have been entrusted with and who do not analyze them beyond the scope of their activity . 8s.n.)

19.  In connection with the activity of natives who hold party, state or administrative positions, such conditions must be created that they are compromised in front of the employees, so that it becomes impossible for them to return to their original entourage . (!!!-sn)

20.  Local military personnel can be entrusted with positions of responsibility in places where special service personnel are already deployed . (!!!- sn)

21. In the case of each armed action and during shootings, the quantity of ammunition will be permanently and seriously controlled, regardless of the type of weapon.

22. Every research institute and laboratory must be kept under observation, recording any valuable research.

23. Great attention should be paid to inventors, innovators, respectively, their activity should be developed and supported,  but each invention should be consistently registered with the center. Only those investments that are applicable in the mining industry or those that have our special indications are allowed. (sn)  It is not allowed to make those inventions that would ensure an increase in the production of finished products and, in parallel with this, a decrease in the production and extraction of raw materials, or would impede the implementation of decisions (sn). If an invention has become known, its sale abroad in Western currency should be organized, on the grounds that it is too expensive in the country. Documents containing data on the value and description of the invention are not published. All data and documents regarding the value and detailed description of the invention will come into our possession. (sn)

24.  The punctuality of transport of any kind must be disrupted (except those included in the guidelines in NK - 552-46 ). (sn)

25. Various professional meetings and conferences should be initiated in the factories,  the proposals, the observations that were presented, and their authors should be noted (sn) .

26. Discussions with workers dealing with current production-related issues,  and those criticizing the past and local problems, must be popularized. The causes of the phenomena under discussion will not be removed (!!! -sn).

27. The positions taken by indigenous leaders may have a national or historical coloration, but they cannot lead to national unity.

28.  Great care must be taken to ensure that in cities there are no water systems that are not connected to the mains in districts that are being reconstructed or newly built. Old, unconnected sewers and wells must be systematically eliminated along the way.  (sn)

29.  The reconstruction of industrial facilities and the construction of new ones will be done taking into account that residual materials will be directed to water deposits that could be used as drinking water reserves . (!!! - sn)

30.  In reconstructed or newly built cities, surplus spaces are no longer allowed in homes, which could be used for sheltering animals for a longer period of time or storing food reserves. (sn)

31. Privately owned enterprises,  small craftsmen and small industrialists should receive only such inferior raw materials and equipment that hinder quality production. The price of these goods should be higher than the price of similar products of state-owned enterprises. (sn)

32.  The state bureaucracy must be expanded to the highest degree in all areas. Criticism of the activity of administrative bodies is admitted, but the numerical reduction of personnel and the normal functioning of the bureaucratic apparatus are in no way admitted . (!!! - sn)

33.  Great care must be taken with all manufacturing projects in the mining industry, namely in specially indicated enterprises. To prevent the good supply of the domestic market.  (sn)

34. Particular attention should be paid to churches. Cultural and educational activity should be directed in such a way as to produce a general antipathy towards them. It is necessary to put under observation church printing houses, archives, the content of sermons, songs, religious education, but also that of funeral ceremonies.

35.  From elementary schools, specialized schools, but especially from high schools and faculties, valuable teachers who enjoy popularity must be removed. Their places must be occupied by people appointed by us, with a weak or mediocre level of training. The differences between the subjects must be analyzed, the amount of documentary material must be reduced, and in high schools the teaching of Latin and ancient Greek, general philosophy, logic and genetics must be stopped. History textbooks must not mention which of the rulers served or wanted to serve the good of the country. The greed and wickedness of every king, the harmful effect of the monarchy and the struggle of the oppressed people must be insisted on. In specialized schools, narrow specialization must be introduced . (sn)

36. The organization of artistic or sporting events must be initiated to celebrate the struggle of the natives against the invaders (exclusively the Russians, especially the Germans) and to popularize the struggle for socialism.

37. Locally, the publication of works about those natives who lived with us (in the USSR, nn) ​​before the revolution and during World War II or fought alongside us during the war is prohibited. .

38. If an organization is formed that would support the alliance with us,  but at the same time insist on the control of the economic activity of the official leadership, a campaign of accusations of nationalism and chauvinism must be immediately launched against it. This must be done in the following way: desecration of monuments belonging to us, destruction of cemeteries, dissemination of manifestos from which the denigration of our nation and culture and doubt of the meaning of the contracts concluded with us will result.  (sn). The natives must also be involved in the propaganda work,  using the hatred that exists against those organizations . (sn)

39. Special attention will be given to the construction and reconstruction of roads, bridges, paths and connecting networks, no matter how remote or inaccessible they may be, so that, in the event of the need for armed intervention, the place of resistance or concentration of reactionary forces will be accessible from all sides.

40.  The representatives of the political opposition should be imprisoned. Every effort should be made to recruit those opponents who enjoy the esteem of the native population. If they do not yield, they should be compromised by a campaign of denigration. Before they can be imprinted on the consciousness of the masses, they should be liquidated by so-called "unforeseen events" or imprisoned on charges of common law crimes. Only in very special cases are political trials allowed, which will be held on charges of "high treason (sn)"

41.  The rehabilitation of those convicted in political trials must be prevented at all costs. If this rehabilitation becomes inevitable, it is allowed only on the condition that the case is considered a miscarriage of justice, the convicted person will not be tried, but only pardoned; there will be no retrial, and the authors of the miscarriage of justice will not be summoned  (sn).

42.  It is forbidden to judge or even publicly criticize those leaders appointed by the party, who through their activities have caused losses or aroused dissatisfaction among employees. In drastic cases, they are recalled from office, being appointed to similar or higher positions. In the end, they must be put in leadership positions and kept on record as reserve cadres for the period of subsequent changes ( sn ).

43. The trials of those persons in leadership positions (primarily within the army, ministries, important services, teachers) who are accused of an attitude against the people, socialism, industrialization are brought to the public's attention. It is an action that attracts the attention of the masses.

44.  Efforts will be made to ensure that those working in various positions, no matter how small, are changed and replaced with workers with the least professional training, unskilled (sn) .

45.  Those who come from the lowest social categories, those who are not interested in improving themselves at a high level, but only in obtaining a diploma  (sn) must be given priority or exclusively access to faculties. "

DIRECTIVELE NKVD din 1947 pentru ţările din orbita sovietică. Update

Acest text halucinant pentru o minte normala si morala arata modul in care invazia unei tari de catre Rusia ( care se revendica cu mandrie mostenitoarea URSS ) paraziteaza tara , statul si societatea ocupata.
Textul a aparut prima data in romaneste in 1994 , dar pentru ca explica multe aspecte ale evolutiei societii romanesti si ale societatilor postcomuniste din Europa de Est l-am postat pentru prima data in 2009.
L-am repostat si acum pentru ca invazia rusa , respectiv  razboiul din Ucraina a aruncat in aer Europa si intreaga ordine mondiala testand toate limitele lumii libere punand cu spatele la zid toate guvernele si statele democratice.

Nota. Ca si in cazul "Experimentului Pitesti" , asupra acestui document fundamental pentru intelegerea mecanismelor oculte ale sistemului trecut ( si nu numai...) stiintele sociale de la noi ( istoria, filozofia, sociologia , psihologia, si pedagogia ) au pastrat o tacere absoluta. Din multe puncte de vedere, acest text este socant pentru o minte normala si pentru o logica normala dar numai asa putem construi o grila de interpretare a unor actiuni si comportamente specifice sistemului si acesta este numai varful aisbergului ( ne aflam totusi in 2009 si postarea precedenta despre hartuirea administrativa din invatamantul universitar - ca sa nu mai amintim de ceea ce se intampla in alte domenii - confirma aceasta grila). Cu titlu de experiment ideal putem adapta textul de mai jos la societatea contemporana schimband numele structurilor si agentilor sociali implicati. Consecintele vor fi foarte interesante.

(Documentul, strict autentic, elaborat de NKVD la 2 iunie 1947, a fost descoperit în biroul lui Boleslaw Bierut, preşedinte al Poloniei (1945-1952) şi publicat pentru prima dată în ziarul polonez "Novi Dzienic", în 1981. DIRECTIVELE NKVD din  1947  pentru ţările din orbita sovietică

1. Este interzisă primirea pe teritoriul ambasadelor a autohtonilor contactaţi de noi ca informatori. Întâlnirea cu aceşti oameni este organizată de serviciul special desemnat în acest scop, iar întâlnirile pot avea loc doar în locuri publice.( s.n.) Informaţiile sunt preluate de către ambasadă prin organele serviciilor speciale, în speţă cu predarea lor ofiţerului nostru cu cel mai mare grad în ambasadă.

2. Se va umări ca între soldaţii noştri şi populaţia civilă să nu se producă legături de nici un fel. Este inadmisibil ca ofiţerii noştri să viziteze autohtoni la locuinţele lor; este, de asemenea, inadmisibil ca simplii soldaţi să stabilească relaţii cu femei din rândul băştinaşelor. Nu se admite stabilirea de relaţii între soldaţii noştri şi populaţia civilă, respectiv soldaţii autohtoni.( s.n.)

3. Se va accelera lichidarea cetăţenilor care întreţin legături neiniţiate de către noi cu Partidul Comunist Polonez, Partidul Socialist Polonez, cu interbrigadiştii, cu Organizaţia Tineretului Comunist Polonez, cu Armata de Acasă şi alte asociaţii. În acest scop trebuie folosite elementele opoziţiei militare.

4. La acţiunile militare vor lua parte acei soldaţi care au stat pe teritoriul ţării noastre (se are în vedere Uniunea Sovietică n.n.) înainte de a intra în Armata Kosciuzsko (Armata poloneză ce lupta de partea Armatei Sovietice pe teritoriul U.R.S.S. n.n.). Se va ajunge la distrugerea ei totală.

5. Trebuie realizată în mod accelerat unificarea tuturor partidelor într-un singur partid, având grija ca toate rolurile cheie să revină acelor oameni care aparţin serviciilor noastre secrete.(s.n.)

6. Unificarea organizaţiilor de tineret trebuie facută rapid. De la conducatori de organizaţii locale în sus, în poziţii de conducere se vor repartiza oameni desemnaţi de serviciile noastre speciale. (s.n.)

7. Se organizează şi se urmăreşte ca funcţionarii aleşi ca deputaţi la congrese să nu-şi poată păstra mandatul pe întreaga perioadă ce le stă în faţă. Deputaţii nu pot convoca în nici un caz şedinţe între întreprinderi. Dacă nu există altă soluţie şi o asemenea şedinţă trebuie convocată, se vor îndepărta acei oameni care au activitate în legătură cu proiectarea concepţiilor şi avansarea revendicarilor. Iniţiativele particulare trebuie eliminate cu desăvarşire. Pentru fiecare congres se vor pregăti oameni noi şi doar cei vizaţi de serviciile noastre secrete. (s.n.)

8.Se va acorda o atenţie deosebită persoanelor cu capacităţi organizatorice şi cu şanse sigure de popularitate. Aceşti oameni trebuie cooptaţi, iar în cazul în care se opun, se va bloca accesul lor la posturi ierarhic superioare(s.n.).

9. Se va urmări ca funcţionarii de stat (exclusiv organele de securitate şi din industria minelor) să aibă retribuţii mici. Aceasta se referă îndeosebi la sfera sănătăţii, justiţiei, culturii, respectiv la cei care deţin funcţii de conducere (!!!- s.n.)(documentul găsit în Cehoslovacia adaugă: mai puţin cadrele de conducere alese pe baza lealităţii faţă de regimul socialist).

10. In toate organele de guvernământ, respectiv în majoritatea uzinelor, trebuie să avem oameni care conlucrează cu serviciile noastre speciale, fără ştirea organelor administrative locale.(!!!- s.n.)

11. Se va urmari cu stricteţe ca presa autohtonă să nu transmită date privind calitatatea şi sortimentul mărfurilor ce ni se transportă. Nu este voie ca această activitate să se numească comerţ. Trebuie neapărat menţionat faptul că e vorba de schimburi de mărfuri.

12. Se vor exercita presiuni asupra serviciilor publice în sensul că acestea să nu acorde acte doveditoare a proprietăţii asupra pămantului; actele vor arăta doar calitatea de lot dat în folosinţă, dar niciodată pe aceea de proprietate a deţinătorului.(- s.n.)

13. Politica faţă de mica gospodărie ţărănească urmează acest curs pentru a face gospodăria particulară nerentabilă. După aceea, trebuie începută colectivizarea. În cazul în care ar interveni o rezistenţă mai mare din partea ţăranilor, trebuie redusă împărţirea mijloacelor de producţie repartizate lor, concomitent cu creşterea obligaţiilor de predare a cotelor. Dacă nici aşa nu se ajunge la rezultatul scontat, trebuie organizat ca agricultura să nu poată asigura aprovizionarea cu alimente a ţării, astfel ca necesarul să trebuiască acoperit prin import.(s.n.)

14. Trebuie făcut totul ca hotărarile şi ordinele - fie acelea cu caracter juridic, economic sau organizatoric - să fie nepunctuale.( !!! - s.n.)

15. Trebuie făcut totul ca anumite cazuri să fie discutate concomitent de mai multe comisii, oficii şi instituţii, însă nici una dintre ele să nu aibă drept de decizie înainte de a se consulta cu celelalte (fac excepţie cazurile ce vizează industria minelor). (!!! - s.n.)

16. Sindicatele din uzină nu pot exercita nici o influentă asupra activităţii din uzină. Ele pot lucra doar la punerea în practici a hotararilor şi atât. (s.n.)

17. Sindicatele nu au dreptul de a se împotrivi conducerii în nici o problemă. Sindicatele trebuie să fie ocupate cu alte probleme minore ca de exemplu: organizarea odihnei în concedii, discutarea cererilor de pensii şi împrumuturi, programe culturale şi distractive, organizarea de excursii, repartizarea mărfurilor deficitare, justificarea unor puncte de vedere şi decizii ale conducerii politice.(s.n.)

18. Trebuie organizat ca numai acei conducători să fie avansaţi care execută impecabil problemele cu care au fost însărcinaţi şi care nu le analizează depăşind cadrul activităţii lor.8s.n.)

19. In legătura cu activitatea băştinaşilor care sunt purtători ai unor funcţii de partid, de stat sau administrative trebuie create asemenea condiţii, ca aceştia să fie compromişi în faţa angajaţilor, astfel încât să devină imposibilă întoarcerea lor în anturajul iniţial.(!!!-s.n.)

20. Cadrelor militare autohtone li se pot încredinţa poziţii de răspundere în locuri unde deja sunt plasaţi oamenii serviciului special.(!!!- s.n.)

21. In cazul fiecărei actiuni armate si cu ocazia tragerilor, cantitatea munitiei va fi controlată permanent si cu seriozitate, indiferent de tipul de armă.

22. Trebuie ţinut sub observaţie fiecare institut de cercetare şi laborator, consemnându-se orice cercetare valoroasă.

23. Trebuie acordată o mare atenţie inventatorilor, inovatorilor, respectiv dezvoltată şi sprijinită activitatea lor, dar fiecare invenţie trebuie înregistrată cu consecvenţă la centru. Este permisă doar realizarea acelor investiţii care au aplicabilitate în industria minelor sau cele care au indicaţiile noastre speciale.(s.n.) Nu este permisă realizarea acelor invenţii care ar asigura creşterea producţiei de produse finite şi, în paralel cu aceasta, scăderea producţiei şi a extragerii de materii prime , sau ar împiedica îndeplinirea deciziilor(s.n.). Dacă o invenţie a devenit cunoscută, trebuie organizată vânzarea acesteia în străinătate pe valuta vest, pe motiv că e prea costisitoare în ţară. Documentele cuprinzând datele cu privire la valoarea şi descrierea invenţiei nu se publică. Toate datele şi documentele privitoare la valoarea şi descrierea amănunţită a invenţiei vor intra in posesia noastră.(s.n.)

24. Punctualitatea transporturilor de orice gen trebuie perturbată (mai puţin cele cuprinse în îndrumările din N.K. - 552-46).(s.n.)

25. În uzine trebuie iniţiate diferite şedinte şi conferinţe profesionale, trebuie notate propunerile, observaţiile ce au fost expuse, respectiv autorii acestora (s.n.).

26. Trebuie popularizate discuţiile cu muncitorii care se ocupă de probleme actuale legate de producţie, respectiv cele care critică trecutul şi problemele locale. Nu se vor înlătura cauzele fenomenelor în discutie( !!! -s.n.).

27. Luările de poziţie ale conducerilor băştinaşe pot avea coloratura naţională sau istorică, dar acestea nu pot duce la unitatea naţională.

28. Trebuie acordată o mare atenţie ca nu cumva în oraşe să existe reţele de apă nelegate la reţeaua principală în cartierele în curs de reconstrucţie sau nou construite. Canalizările vechi neracordate şi fântânile trebuie lichidate sistematic pe parcurs. (s.n.)

29. Reconstrucţia obiectivelor industriale şi construcţia celor noi se va face având în vedere ca materialele reziduale să fie dirijate în depozitele de apă ce ar putea folosi drept rezerve de apă potabilă.( !!! - s.n.)

30. În orasele reconstruite sau nou construite nu se mai admit în locuinţe spaţii excedentare, care ar putea folosi la adăpostirea pe o perioada mai lungă a animalelor sau depozitarea rezervelor de alimente.(s.n.)

31. Întreprinderile proprietate personală, micii meseriaşi şi micii industriaşi să primeasca doar astfel de materii prime şi utilaje inferioare şi care să împiedice producţia de calitate. Preţul acestor mărfuri să fie mai mare decât preţul produselor similare ale întreprinderilor de stat.(s.n.)

32. Trebuie extinsă birocraţia statului în cel mai înalt grad în toate domeniile. Este admisă critica activităţii organelor administrative, însa nu se admite nicidecum scăderea numerică a personalului şi nici funcţionarea normală a aparatului birocratic.( !!! - s.n.)

33. Trebuie avut o mare grijă de toate proiectele de fabricaţie în industria minieră, respectiv în întreprinderile indicate în mod special. A se împiedica aprovizionarea bună a pieţei interne. (s.n.)

34. Trebuie acordată o atenţie deosebită bisericilor. Activitatea cultural-educativă trebuie astfel dirijată ca să rezulte o antipatie generală împotriva acestora. E necesar să fie puse sub observaţie tipografiile bisericeşti, arhivele, conţinutul predicilor, cântecelor, al educaţiei religioase, dar şi cel al ceremoniilor de înmormântare.

35. Din şcolile elementare, de specialitate, dar mai ales din licee şi facultăţi trebuie să fie înlăturaţi profesorii de valoare care se bucură de popularitate. Locurile lor trebuie să fie ocupate de oameni numiţi de noi, având un nivel de pregătire slab sau mediocru. Să se analizeze diferenţele dintre materii, să fie redusă cantitatea de material documentar, iar la licee să se opească predarea limbilor latină şi greacă veche, a filozofiei generale, a logicii şi geneticii. În manualele de istorie nu trebuie amintit care dintre domnitori a servit sau a vrut să servească binele ţării. Se va insista pe lăcomia şi răutatea oricărui rege, pe efectul nefast al monarhiei şi pe lupta poporului asuprit. In şcolile de specialitate trebuie introdusă specialitatea îngustă.(s.n.)

36. Trebuie să fie iniţiată organizarea unor acţiuni cu caracter artistic sau sportiv care să sarbatorească lupta băştinaşilor împotriva cotropitorilor (exclusiv ruşii, îndeosebi nemţii) şi care să popularizeze lupta pentru socialism.

37. Pe plan local este interzisă apariţia unor opere despre acei băştinaşi care înainte de revoluţie şi în perioada celui de-al doilea război mondial au trăit la noi (în U.R.S.S., n.n.) sau au luptat alături de noi în timpul războiului. .

38. Dacă se constituie o organizaţie care ar sprijini alianţa cu noi, dar totodată ar stărui asupra controlului activităţii economice a conducerii oficiale, imediat trebuie pornită împotriva ei o campanie de acuzare a naţionalismului şi şovinismului. Aceasta trebuie făcută în felul următor: profanarea monumentelor ce ne aparţin, distrugerea cimitirelor, difuzarea unor manifeste din care să rezulte ponegrirea naţiunii şi culturii noastre şi îndoiala faţă de înţelesul contractelor încheiate cu noi. (s.n.). În munca de propagandă trebuie implicaţi şi băştinaşii, folosindu-ne de ura care există împotriva acelor organizaţii.(s.n.)

39. Se va da o atenţie deosebită construcţiei şi reconstrucţiei drumurilor, podurilor, a căilor şi reţelelor de legătură, indiferent cât de îndepărtate sau inaccesibile ar fi, ca, in cazul în care este nevoie pe o intervenţie armată, locul rezistenţei sau al concentrării forţelor reacţionare să fie accesibil din toate părţile.

40. Trebuia ca reprezentanţii opoziţiei politice să fie închişi. Se va încerca prin toate mijioacele racolarea acelor opozanţi care se bucură de stima populaţiei băştinaşe. Dacă nu cedează, trebuie compromişi prin campanie de denigrare. Înainte ca ei sa se întipărească în conştiinţa maselor, trebuie lichidaţi prin aşa numite "întâmplări neprevăzute" sau închişi sub acuzaţia de crimă de drept comun. Numai în cazuri cu totul speciale se admit procese politice, care vor fi ţinute sub acuzaţia de "înaltă trădare(s.n)"

41. Trebuie împiedicată cu orice preţ reabilitarea celor condamnaţi în procese politice. Dacă această reabilitare devine inevitabilă, se admite doar cu condiţia ca acel caz să fie considerat o greşeală judecătorească, condamnatul nu va fi judecat, ci doar graţiat; nu va avea loc reluarea procesului, respectiv autorii judecăţii greşite nu vor fi convocaţi (s.n.).

42. Se interzice judecarea sau chiar criticarea publică a acelor conducători numiţi de către partid, care prin activitatea lor au produs pierderi sau au trezit nemulţumirea angajaţilor. În cazuri drastice se recheamă din funcţie, fiind numiţi în poziţii similare sau superioare. La sfârşit, trebuie puşi în funcţii de conducere şi ţinuţi în evidenţă drept cadre de rezervă pentru perioada schimbărilor ulterioare( s.n.).

43. Se aduc la cunoştinţa publicului procesele acelor persoane cu poziţie de conducere (în primul rând din cadrul armatei, ministerelor, serviciilor importante, cadrelor didactice) care sunt învinuite de atitudine împotriva poporului, socialismului, industrializării. E o acţiune ce atrage atenţia maselor populare.

44. Se va căuta ca acei care lucrează în diferite funcţii indiferent cât de mici, să fie schimbaţi şi înlocuiţi cu muncitori cu cea mai mică pregătire profesională, necalificaţi (s.n.).

45. Trebuie ca la facultăţi să ajungă cu prioritate sau în mod exclusiv, cei ce provin din cele mai joase categorii sociale, cei care nu sunt interesaţi să se perfecţioneze la nivel înalt, ci doar să obţină o diplomă (s.n.)."
